Dad hopeful son, reporting in Syria, turns up safe

DALLAS (AP) ? The father of an American freelance journalist working in volatile regions of Syria said late Thursday that he's hopeful his son will turn up safe even though he hasn't been in contact with his editors or his family in Texas in more than a week.

Austin Tice, a former Marine, has reported for The Washington Post, McClatchy Newspapers and other media outlets from the Middle Eastern country, where he had recently spent time with rebel fighters. He was expected back in the U.S. in mid-August.

"It's not uncommon for various journalists moving in and about Syria to be out of communication. We're very hopeful that that is what is happening," his father, Marc Tice, told The Associated Press in a telephone interview from his home in Houston.

The Washington Post reported that the 31-year-old Tice spent time with rebel fighters in the north after entering Syria from Turkey in May. He then traveled to Damascus, where he was one of the few Western journalists reporting from the capital.

His father said he knows nothing more of the situation beyond what is being reported by the media outlets, but he believes his son's military training will help him. He said his last contact with his son was on Aug. 12.

"It was an ordinary email exchange. There wasn't anything unusual or concerning about the exchange. But we all know the level of risk he faces," he said. "He was conscious of the risk and willing to take that risk."

Austin Tice was living in Washington before heading overseas, and had been attending law school at Georgetown University between deployments and his latest reporting trip, his father said.

Washington Post and McClatchy executives said they were deeply concerned about Tice and hailed his reporting. Both organizations said they were working with the U.S. State Department and other news outlets to find him.

"We're focused intensively on trying to ascertain his whereabouts and ensure his safe return," Post executive editor Marcus Brauchli said in a statement. Anders Gyllenhaal, McClatchy vice president for news, added: "Journalists like Austin from all over the world risk their lives every day to cover the news."

U.S. State Department spokeswoman Victoria Nuland said the agency was working to get more information on Tice's welfare and whereabouts thanks to the help of the Czech Embassy, which represents U.S. interests in Syria.

"We have long expressed concern about the safety for journalists in Syria," she said in a statement. "We strongly urge all sides to ensure the safety of journalists in Syria."

Israel denounces a South African decision to assign special labels on goods originating in the West Bank, calling the decision ?blatant discrimination? against the Jewish state. Pretoria argues the move is consistent with its national law.

Africa Shows Increasing Economic Growth, Says Ex-Belgium PM

Belgium?s former prime minister says the launch of Forbes Afrique magazine is an indication of dramatic economic growth under way in Africa.

Guy Verhofstadt, who is also leader of the Liberals and Democrats in the European parliament, said there are strong indications of a growing middle class, which he said, is good for the continent.

?If you look to the figures you will see that Africa is growing now in the last 10 years with an average of more or less six percent every year,? Verhofstadt said. ?You see also a growing middle class, an emerging middle class.?

?It?s that Africa shall be in the center of the challenges of the future -- economic challenges, challenges of security and also geo-political challenges.?

Verhofstadt?s comments follow the recent launch of the Forbes magazine in the Congo Republic?s capital, Brazzaville.

Officials of Forbes Afrique say issues of the magazine will include individual stories reflecting Africa?s economic success, profiles of business leaders and rankings of the top performing new or established companies. ???????

Verhofstadt hailed the launch of the Forbes Afrique magazine.

?It?s very important that the editor at Forbes has taken the decision to make a special edition for Africa,? Verhofstadt said, adding that Africa represents the future, ?economically and politically.?

According to officials, the Forbes Afrique magazine? will be distributed in 23 Francophone African countries including: Benin, Burkina Faso, Burundi, Cameroon, Comoros, Ivory Coast, Djibouti, Gabon, Guinea, Equatorial Guinea, Madagascar, Mali, Mauritania, Mauritius, Niger, Central African Republic, Democratic Republic of Congo , Republic of Congo, Rwanda, Senegal, Seychelles, Chad and Togo.

Verhofstadt said that for Africa to succeed, it should form more equitable relationships with Europe, including more economic assistance to African nations.

?There is also a need for economic reforms in Africa, for judicial certainty and there is also need for consideration of property rights in Africa,? he said. ?All these are necessary if we want to see a better economic outlook for the future.?

China recently said it would offer $20 billion in new loans to Africa, which is double the amount the Asian country agreed to lend to the African countries in 2009.

Analysts say if China continues to be Africa?s largest trading partner, the trend could soon undermine trade relations between the continent and European countries, which they said, could negatively impact European economies.?

Verhofstadt also noted China?s growing influence in Africa, and noted there could be negative consequences.

??We see more and more influence of the Chinese in a number of countries with a number of good results but also a number of bad results with some dangers? These policies of the Chinese are creating the danger that there [are] new debts that shall emerge in Africa,? said Verhofstadt.

Verhofstadt underscores the need for European countries to foster stronger relations with Africa.

??The best strategy that we can follow as Europeans is to combine our forces?,? he said. ?What should be better is to make a global package to the different countries of Africa? If we could combine all these -- aid, money and programs -- then you should have a good alternative [to] the policies followed by the Chinese [in Africa].?

Verhofstadt called on African countries to invest in good governance since he said that appears to be the problem the continent faces. He said the current growth Africa enjoys could better.

?Six percent growth in Africa is not bad, but it could be 10 percent, a double-digit growth, if there was more democracy and if there was more transparency and more democratic accountability,? he said.

SKorean court ends law requiring real names online

(AP) ? A South Korean court ended a law requiring Internet contributors to use their real names to leave comments, ruling unanimously Thursday that the policy undermined free speech.

The online naming law took effect in 2007 under a bipartisan push to curb libeling, the spread of false rumors and abusive comments in the cyber space. South Korea saw a flurry of celebrity suicides allegedly motivated by malicious online comments, which mobilized the move to control the Internet space.

The eight judges at the Constitutional Court said the real name policy discouraged people from voicing dissents out of concern they would be punished.

"Expressions under anonymity or pseudonym allow (people) to voice criticism on majority opinion without giving into external pressure," the court said. "Even if there is a side effect to online anonymity, it should be strongly protected for its constitutional value."

The court also said it found no proof that the law helped decrease libel or the spread of rumors and false information.

Under the real-name policy, nearly 150 websites with over 100,000 daily visitors, often very popular destinations for South Koreans, required submission of identity information to leave comments.

The regulation also prompted South Koreans, including popular online pundits and critics of government policies, to find an anonymous refuge in overseas services such as Google and Twitter. Some argued the law discriminated against domestic Internet services.

Observers said a series of security breach that leaked millions of personal data from those websites that adopted real-name policy also factored in the decision.

Others said the ruling, while it is a significant step toward fostering freedom of speech, addresses a small part of broader regulations that are still tightly controlling the Internet space in one of the world's most wired countries.

Even though South Korea has a vibrant democracy and Asia's fourth-largest economy, a batch of laws that regulate the Internet are still in place, critics say.

"Real name policies are still intact in many other places. Teens and their parents should verify their names to play online games and during election campaign periods, no anonymous comments are allowed," at websites of media companies, said Jinbo Net activist Chang Yeo-kyung.

Until recently, South Koreans could be criminally punished for leaving false information online. Before 2012, South Koreans were not allowed to disclose in the cyber space their support or opposition of a political party or a candidate. These bills were ruled unconstitutional in 2010 and in 2011.
